Home NAS - Synology? QNAP? Ugreen?

2 months ago I was in your shoes and afterall I went with Terramaster F2-425 plus :) and could not be happier. If you don't like the system, you can always change it, even for xpenology. For me TOS is enough (data, jellyfin, qBittorrebt, Immich, Home Assistant)

Looking for a budget NAS for a small home project

Don't go for the DH2300 because it is an ARM processor so severely going to hamper your flexibility because most stuff doesn't work on ARM. The DXP2800 is a great option. Can I use SSD for TOS?

I’ve got an F2-425 Plus and I’ve got TOS installed on the first SSD, all of my docker containers installed on my second and all of my media on my ironwolf pro hard drives. You’ll be fine.

Why go with a mini PC with all my containers + NAS for file storage instead of running it all on a NAS since newer NAS can run everything just as well as a mini PC?

I've had NAS drives for just over 12 years with Synology accounting for 99% of them until I made the jump to Terramaster last year and got a F2-425 Plus with upgraded 32gb ram.
