quick update, after removing the backplate and not seeing any burn marks, I decided to try the original lenovo charger (65W) and immediately I had the same problem and smoke came from the USB port. It certainly fits the lower end of your budget range and is still plenty usable today especially with Linux so I don't think you'd regret it. That is the oldest you'd want to go in my opinion. Your budget would probably allow for something up to a T480. You did say 'experimenting' and a T420 is one

Love the T440p more than any other thinkpad, literally the best model lenovo ever made. You should get at least a 65W charger for this thing to work properly, it has a power hungry CPU and it really needs it. Very unlikely to be a faulty motherboard.
