Eureka Mignon Silenzio 55 is probably the best you'll get for $500 new, You might look for a used commercial grinder as they're faster, more reliable and put out good grinds.

...I don’t care about speed; I just want top-notch quality. IMO the only reason to choose a hand grinder is to get the price down. I have had a Eureka Mignon Silenzio for the last six years. It has been absolutely fantastic! Easy to clean and never had one single issue. Get's used a couple of times everyday. Really beautiful looking machine as well.
