honestly a storm shelter is tough because of the concrete. mesh from the garage will still struggle to penetrate. i'd run an ethernet cable into the shelter and mount a U6 Mesh or U6 Extender inside. the U6 Mesh is weather-rated so fine for a shelter. if you really can't run cable, try placing a U6
