QNAP 4 bay NAS available now that doesn't have big issues?
I also own a TS-464. I love it! QTS sucked on it, now it runs Unraid. QuTS Hero is also available, which is cool. This CPU problem of your old NAS actually we can thank to Intel, it also affected Synology products...

4 Bay 6camaras & home assistant via docker
TS-464 sounds like it would fit. Use the 4 spinning disks (RAID5) for your camera and data storage and the two NVMe (RAID1) for your docker or VM needs. If you upgrade the RAM you could even run QuTS with ZFS on that NAS.

Migrating to QNAP, Single->RAID1->RAID5->RAID6?
Never heard of a TW-464 .. a TS-464 or TBS-464 ? OpenZFS does not support RAID level migration, only adding vdev's to an existing RAID group (expanding a RAID) So if you want to keep your migration path open, use QTS (here you can do the migration path as indicated, but I would not use RAID6 on a 4
