How does this look for a beginer setup

I would recommend the petzl AM’D instead of the Freino. And just a personal preference, maybe a grigi instead of the Neox since they are more common.

Is there any meaningful difference between different brands' belay plates?

All of those that you mentioned do exactly the same things: belay with single or double ropes, rappel on single or double ropes, and "guide mode" belay from the top anchor. Another round of grigri vs neox.

I just did a little digging around and Petzl says it's safe to belay from the top with a Neox as with a Grigri. They just emphasize to keep a hand on the brake strand as always. Belay device recs
