For the T430 are you aiming to do the FHD (1920x1080) or WQHD (2560x1440) IPS upgrade? As an everyday laptop it's hard to recommend a T430. By modern standards, they are slow, heavy, and hot. The only reason I would consider buying one is if you have a particular use in mind it would be good for, or if you just want to tinker around with an old ThinkPad.

Why yes, of course you can, technically you can even ditch T430 and put i7 3rd gen in T420, with libre boot, but thermals aren't all that good with those CPUs while switch 8th gen they're way better. I've never heard of T470 with HQ CPU, only T470p (so just like T460p, but 7th gen CPU instead of 6th
