I'd probably put another 24 port patch panel between the UDM-SE and the core switch. Yes, you want an SE for the flexibility, and there are lots of good uses for those ports. Decided to build my own 19”

What specifically draws you to the UDM SE? If you’re just powering POE cameras that’s a good option, although the dedicated UNR Instant or UNVR are both solid options. FYI the entire UDM lineup is dated and due for a refresh. Most here on this Reddit would recommend the UCG Fiber.

That's more than I'd hang on the SE's AIO utility switch. It only has 1 GbE uplink to the UDM-SE proc. Cameras and IoT hubs only. APs and downstream switches are not good things to hook up there.
