I have the Logitech MX Brio and tbh, it's been awesome so far. It's plug and play, no bloatware forcing itself on you, and it'll make you look like a real person in meetings.

You can stream from an iPhone or iPad, but a laptop will give better results. If you can afford to buy a Mac, it'll likely be easier to use and give you fewer problems than a Windows laptop. I actually came to suggest the Logitech brio. It's the only webcam I've had (in recent times), and I'm 100% satisfied with it. Super easy to use, video quality is excellent, and I've never had any issues with it. You just plug it in and it works.

Yes it needs to be on a gooseneck our tripod. I got a brio 500 (Logitech) and I depending on the space you can get a foor tripod or a one that sits on your desk.
