Do Not Buy the Nest Cam with Floodlight
Not to defend Google (I have plenty of similar complaints about them) but my nest cam with floodlight is working fine. Maybe you just have a faulty one, or maybe there's some back end issue with your account? Either way, sorry you're dealing with this.

Outdoor Camera with Google Home Live View Support?
I don't pay for Google Premium and still haven't had an issue with either camera. I actually have an old iPad Air mounted on a wall that I keep Google Home near permanently opened on with live views of from both my Nest Doorbell and the floodlight camera.
