Budget friendly MiniPc for video editing?
With 30 layers you need a high end device, Intel chips will give you more performances for editing, the cheaper option would be the GMKtec K10 with the 13900HK or you could go for the Evo-T1 with the 285H if you have the budget for it and want top performances.

Seeking: MiniPC/SBC with PCIE 5 +2 nvme current gen cpu
Had not run into the Evo-T1. That said it looks like the final vesion has no PCIE 5.0, 3x NVMe 4.0 and an occulink aint shabby, but a hair short. Take a look at mini pcs. Small and quiet. RAM and storage can be upgraded on most. I have always built my own PC's but recently bought a GMKTec EVO-T1 and it's been good for what I want it for, which is similar to your use case except I am doing some local AI stuff.
