I just got a Eureka Mignon Zero 65 AP and am very pleased with the consistency and retention. No issues with static either that I can tell. It's a bit more than ur budget at $500+tax.

[Bambino Plus/Baratza Encore ESP] Grind/taste consistency
I used to pair a Encore ESP with my Bambino, and also never had consistency. It’s the grinder. It’s not as good as people say online.
