Firstly sorry to hear. You can pick up a laptop on trademe marketplace for about $500 that will easily run what he needs. I know this may not be too helpful but it’s a good cheap option. I bought a gaming laptop dell g15. I bought a PC because I didn't want to take a risk with laptops anymore.
