ereader - samsung galaxy note 4, great phone, even better at reading books. get a proper ereader. There are plenty decent non-kindle variants around. If you want a small, super simple one, checkout the xteink X4. It's also very affordable. Your eyes will thank you.

What is the absolute best budget e-reader by tier? Looking for the "cheapest you'd actually recommend"

Can you read books on the X4 via Onleihe (the German system for library books)? If you mean your local library's ebook lending system (German or otherwise), the answer's almost certainly NO.
