Don't buy a set. Buy an 8 inch Victorinox chefs knife and have change left over for a paring knife and boning knife. $200 is cheap for a set, and you'll have a whole bunch of cheap knives that will never get used, and a couple that will

Durable chef’s knife for my grandmother — budget around $157
Victorinox Fibrox are fairly indestructible, easily in your budget, available worldwide, and while the handles are not pretty they are pretty grippy. Fairly light for a western knife as well. So I think the Pro Chef 8 inch would tick most of your boxes.
