Samsung VA is the only real except. My Odyssey G7 1440p 240hz (no miniled) has no black smear. It does have worse VRR flicker than my OLED tho which is weird.

What is your phone ? Check to see if it is AMOLED/OLED. You can put that next to your monitor and play the same video to see the differences between that and IPS.
