This would be my recommendation for a white-aesthetic gaming build with RGB to glow green for accents with a 240Hz 4K OLED monitor. For gaming, this is more or less the best you can get in terms of performance with a 4K OLED monitor. You could get the 9950X3D also but that won't net him much benefits except for in a few specific games or if he does other productivity workloads with his PC (e.g. video editing). PCPartPicker Part
