Looking for a 3K-ish build
Justification: 5080 is not worth paying double the price for 20-25% gain. 9070XT is already better than 5070Ti and offers better value and its getting better.Saved penny were used in picking right monitor for you to get the best out of this CPU/GPU setup PCPartPicker Part List: https://pcpartpicker.

Looking to buy a new 1440p monitor
https://www.msi.com/Monitor/MAG-271QPX-QD-OLED I recently got this and its beyond expectations, very satisfied. Maybe a bit over your budget but please check it out for yourself and compare to other monitors with similar specs.

Building a 1440p PC
With your budget, I'd build this. Good looking minimalist build with h great performance and an awesome high refresh rate OLED monitor. OLED was one of the biggest upgrades I've gotten in the past few years, it's awesome. PCPartPicker Part List Type Item Price CPU AMD Ryzen 7 7800X3D 4.2 GHz 8-Core
