Hardware Recommendations for Self-Hosting Fluxer?
As someone who also looked into self hosting I would be strongly against a raspberry pi since per dollar the performance is not really there, getting a used SFF pc like a lenovo m75q is probably going to do you far better long term.

Thin client recommendations
Use generic mini-pcs. Lenovo m75q or any of the Dell micro PCs will do.

Migrating to more power efficient mini PCs
My most power-efficient Proxmox node is currently a Lenovo ThinkCentre m75q Gen2 with a Ryzen 3 Pro 5350GE. At least per Passmark this would be ~25% faster in single core than your Dell laptop. It idles at around 7W in Proxmox. Currently running 8 VMs, including Home Assistant and Scrypted with 4 ca

Empfehlung für kleine Büro-PCs gesucht
Da sind zum Beispiel von Lenovo die M75q ganz gut geeignet oder HP Elitedesk 805 (als Vorjahresvariante recht preiswert).

i7-9700T vs i3-12100T - Dell Optiplex Micro Batocera console.
Best perspective is knowing some emulators work better with higher single thread performance while the Core i3-12100T has slightly better graphics performance. Ultimately it depends on cost. Like most Linux distros Batocera OS takes better advantage of Radeon GCN 5 integrated graphics in recent year

Super cheap mini PC for Batocera?
Get a used office PC like a Lenovo Thinkcentre M75q or HP EliteDesk with a Ryzen 2400GE or even 3400GE if it fits into your budget. Should be small enough to fit into a Sega Genesis while being powerful enough to emulate PS2. I can't speak to the used market in Europe but I know they go for around $

Any recommendations for efficient LGA1151 boards? Trying to stay under 40W idle
From my experience, you get very good value for money buying used office business PCs, and mod them for your needs. The newer model, usually means more energy efficient. For example. lenovo m75q gen 2 mini, incus host idle with 0 load around 5W (32gig ram, 1T disk) HP elitedesk g4 mini, intel 8400T

Is this a good deal?
It's a decent price. You will have to buy at least a 4gb stick of RAM, but a single 16GB or two 8gb sticks would be better. You could get away with just adding one 8GB stick for 12GB total and the lowest cost. Then you need a NVMe drive. You can get a 4GB stick for around $10 and $40 for the two 8GB

Do any mini pc manufacturers update drivers, etc…?
Basically, you're 100% correct. ASRock, ASUS & MSI are among the few who use mobile, non-socketed mPCs builds, with prices which reflect the market. The Chi-NUC brands have taken of this "void" in the landscape over the past few years. Bottom line, comes down to budget & long-term expectations. When
