The Steam Machine has a far more powerful GPU in terms of CUs. It'll also have way higher clocks since it's not a handheld device. It also has 8GB of dedicated crazy high bandwidth VRAM that the Legion Go S's shared DDR5 pool could never compete with. The Steam Machine by a large margin.

Legion go z1e to Rog ally X should i Stay or is it Worth it?

I’d recommend going Legion Go S. 32gb ram, very comfortable in hand and still a great size screen

Please help me decide...

I had the GO 1 and used it rarely due to the ergonomics. I have legion go S now and it’s way better. Also for an extra 120 , the 32gb ram makes it worth it . Battery is whatever’s but I’m plugged in or near an outlet with long cable . I prefer the go S

Which handheld would be best value?

Legion Go S by far...Z1E, 32gb ram, 1tb storage and 8" 1200p display. I got mine during the holidays when they were super cheap.

Are the Z2 Extreme devices likely to significantly improve in the future with software/driver updates?

The thing the Xbox Ally X Z2E has over original Ally is bigger battery, more ram and USB 4.0 ports. Performance wise it's not much. So from OG ally to XAX it's an okay upgrade, from Ally X to XAX - nah. Legion Go S Z1E with 32GB ram (if it's in question) to XAX is not a great upgrade. I'm with Ally
