That largely depends on the model, zone amount, and how good the dimming algorithm is. For instance, I’ve tried the KTC m27t6…a smeary bloomy mess. No matter the setting. No matter how much I tweaked it. This model though, pretty tight dimming algorithms and minimal blooming. Something to note about

It kinda depends, how lit is your room when you game? Cause IPS (KTC/KOORUI) will show way more blooming, which you will perceive even more the darker the room is. The downside of the AOC will be a little black smearing, dont know if you ever owned a VA but it can look something like this - MAG 274Q

I really liked the Xiaomi, the Local Dimming does a great job. Of course there will be some blooming here and there but it never was too bad, seen worse on other models. Kinda same specs but VA would be the KTC M27T6, maybe that is also available in your region. edit: picture of the Xiaomi

It really depends... Personally i always miss brightness when i switch to OLED, although the new tandem OLEDs did a better job. Motion clarity/input lag tho the OLEDs will take the lead. Contrast the OLEDs will also win cause they look perfect in every condition, but if you dont game in a fully dark

Yes but these HVA panels are miles worse than what is being sold in the Chinese market though. M27T6 panel are from 2023/2024 era probably and the current TCL panels are much better with high 4000:1 contrast without local limit granted the viewing angles are atrocious compared to IPS still but still

Yeah miniled is worth the upgrade. Go for either the KTC or the Xiaomi. The KTC uses an HVA panel and the Xiaomi uses an IPS panel. Look for the KTC M27T6, it's the one I'm using, under $300 and with Full Array Local Dimming HDR1400. There's also some AOC models, the Q27G4XMN/ZMN and the older Q27G3XMN. All of those offer a real HDR experience.
