TLDR: If it is only cae diving then I think a traditional action camera like DJI Osmo Action 5 or 6, Ace Pro 1 or 2, , or GoPro Hero 12/13 will be better in that order. OK, you're right, latest ones are closer to 1080p. After all stretching and re-framing, up to 80% of the frame is just discarded. Check this video below. X5 or Go Ultra
TLDR: X4 Air is $300 USD right now, which is $150 less than the X5 and the DJI Nano is $300 right now which is $80 less than the Go Ultra (so those two are not much more than what the X5 normally costs). Yes the 360 camera is more versatile in my opinion - I use it more than any of my other cameras.

Car or camera? I’m done with insta360. They don’t support older cameras which is really annoying. I’ve owned 2 GOs, OneR, OneRS, X2 and X4. Love the 360 cams but the GOs are just too pricey.

Which would you get for a 10 year old that doesn’t know what she wants, x3 or Ace Pro?
