I would lean towards Hibrew H10 plus as it comes with PID though it’s slightly above your budget but the H10A is decent as well. As for the delay it shouldn’t be much, 10-15 secs post your espresso extraction you should be able to steam your milk.

Why not Hibrew H10 plus then? it comes with PID and has decent reviews and costs half of GCP
