Can't recommend a grinder, but on your budget, try the Hibrew H10B. They run around $150. I've had one for a while, and I'm really impressed by it. Makes great espresso. It's programmable, can set temp, volume of shots, etc. For that price, you can't go wrong.

I started with a Hibrew H10B (their smaller 51mm model.) It was fine for espresso but the steaming power was just really lacking, probably because of the weak thermoblock. From there I bought a used Delonghi Stilosa for $45 and it has been an absolute beast, that and the ECP are great starter machin
