Aoostar GT37 has oculink and soldered 8000MT/s RAM Honerable mention to the GMKtec Evo X-1 with 7500MT/s RAM The Minisforum X1 Pro has upgradeable RAM and would be a better general all round mini pc to connect to an eGPU. FEVM FAEX1 - AI Max+ 395 with Oculink
If I might make a small suggestion. Look into the GMKTec EVO X1. It's got the AMD 370 HX apu with the 870m igpu. A few things. The M6 Ultra has pretty good graphics with its 760M but can be limited by GMKtec's choice of 4800MHz RAM installed. The 16GB version with 1Rx16 8GB sticks can be another reduction in performance as the data throughput further limits graphics bandwidth. You didn't indicate if it was 32G

Mini PC Recommendation
If you do go with the GMKtec EVO-X1 with the Radeon 890M, you could always get an external GPU Oculink and keep using your RX 9070 XT when you need the extra horse power. This would keep you well under your $2000 budget and give you more flexibility. The downside is, these mini-PCs have soldered RAM

My bro has one, and says its able to be used like a computer(after hooking up a keyboard, monitor, and mouse of course), but would it work well and be right for me?
