Budget friendly MiniPc for video editing?
With 30 layers you need a high end device, Intel chips will give you more performances for editing, the cheaper option would be the GMKtec K10 with the 13900HK or you could go for the Evo-T1 with the 285H if you have the budget for it and want top performances.

Repasting results
Yeah I tried PTM 7950 on my GMKtec evo T1 and did not see any improvement. I then replaced it with Grizzly Kryonaut and things looked good after that.
