A boomer requires backbone advice ...

I have a pixel 9pro xl and play fortnite on it all the time, works great! I wouldn't recommend getting the backbone though, I had it for about 6 months before it stopped working. I ended up getting the Gamesir G8 Galileo, which was cheaper, has lasted much longer and feels more comfortable to hold.

Best portable solution under €300 right now?

If you have a good phone, I'd recommend purchasing a Gamesir G8 Galileo and using that. Sold my Legion Go and now use my phone for the same task for much cheaper. Input lag with the controller is negligible. If you were to get a tablet, you'd need a wired controller or one that comes with a dongle,

same, but you should at least get a controller that can connect to your phone. the emulator supports it and it makes the experience much much better. I personally use gamesir g8 galileo, I got it on the facebook marketplace type website for a cheap price

Forget about the Razer Kishi and just get the G8 Galileo. It's amazingly comfy and cheaper than the Kishi. With Razer, you're not only buying the brand, but also the horrible support that comes along with it

Need a cheap device (under 100€) for game streaming

Before i got my ayn thor which i use for streaming now i used a g8 galileo with my phone it was amazing for the price, i know you said no phones but i see no alternative in your budget and trust me its actually a great controller feels really nice

Controller for phone that has fully mappable buttons

Best telescopic controller Ive ever had was the Abxysolute S9. Best budget controller I used was the GameStop raptor 8 (cheaper rebrand of the Gamesir g8 Galileo).
