Hey, either you've ditched CyberGhost or you've figured it out already but I've got High Sierra 10.13.6 and it sounds like you had the same problem as me. I've tried following the previous suggestions and came across the same deal: went to /Users/Library/Preferences and found only "com.apple" files.
