Help with my part list

If the budget allows, consider the 9070 16GB. It's about €100 extra for a 30% fps. Another thing is a better ssd. The NV3 is OK, but solidly in the budget category. A Crucial T705 is €10 more and much, much faster.

My friend is looking for a new pc is this build decent for a 2000 AUD Build and is there anything he could change to stay around the same budget?

No worries, I would also switch out the SSD with one that has DRAM cache, this is something you really want for yout games and OS the Corsair MP700 PRO and the Crucial T705 are a little bit more expensive but it is worth the difference

Need quick advice on PSU + cooler for my build

No problems with the cooler and psu thermalright peerless assassin and phantom spirit variant are great for x3d cpu because of how efficient they are and the montech century 2 1050w is an A rated psu you could get a 1200w but you don’t really need it.
