Is this a decent PC build?

powercolor has 9070XT for 72 and other brands consistantly under 80k .it has more VRAM and better performant.i also suggest haveing a lower capacity drive just for OS and another for frequent read writes and less frequent read writes example 256gb nvme ssd for boot , 1tb nvme ssd for games and stuff

For people on a strict budget — what brand consistently gives you the most for your money?

A Samsung EVO or Crucial MX500 will be perfect. Go with 2TB or even 4TB if you store alot of games.

HP Prodesk 400 G6 SFF Office Build.

i had a prodesk for office work and adding that second stick of ram made a bigger difference than i expected. prices on ddr4 are pretty low right now actually. teamgroup has a 16gb stick for around $30. for storage a crucial bx500 1tb is like $45. no need to wait much longer honestly.
