Depends but yeah… especially for anything mobile id rather have the laptop. For desktop PC use a reputable laptop Brand will typically have better hardware. This here. For the same price that you'd spend on a Raspi you might as well just get an old low power intel system. It just gives you more options and an upgrade path if you desired. Or something with an N100 like a Beelink Mini S12 Pro or something else cheap. Unless you wanna mess with dev shenani
