PSA: Yes, your IPS panel can display "black," and you're probably doing it wrong.
I've just bought an Asus tuf vg27aql5a and the IPS glow is really annoying, I basically have to set brightness to zero for it to go away, and all the other available gaming monitor options probably have this problem ( not from experience but based on what I can find from reviews and user experience)

VG27AQL5A 27” 2560 x 1440p 200hz native and 210hz (oc) monitor issues.
