Answer is the laptop. It isn't borked or faulty, just HD2 on laptop specs suffers from issues. My Legion and ASUS TUF A17 had this problem. 12800HX, 3070ti 150w and 6800H 3070 140w. Any modern gaming laptop with dedicated graphics (like RTX4060) and 32GB of RAM will be enough for basic editing.
