I have both. Pros and cons 4k is more demanding but also you'll notice the black levels are better on the aw3423dw the gamma is different on the 32. Also you'll need more distance between yourself and the monitor itsa good amount taller. I'd say you can get it and try it out and if you don't like it

Does 'G-Sync Ultimate' matter for anything anymore?
I don't think so. I have a G-Sync ultimate screen (AW3423DW), and Gsync was working down to ~30fps with no frame doubling with a 6900xt. No problem with HDR either, everything was fine. Only reason I changed to Nvidia was power (4090)

Why do most PP filters don't cater to HDR?
I got the Alienware AW3423DW and HDR content looks mind-blowing on it, so I'm not sure where you got that from. It's a game changer (literally). These OLED monitors are pretty cheap now. Are these the ports for the Samsung Odyssey G8?
No it's probably fine for most people, but an oled should be able to do better. The near black detail was at about the same level as the 27R83U I had. Although if you want a monitor with this format I'd highly recommend an Alienware AW3423DW/AW3423DWF instead.

i have the aw3423dw qd-oled, and the blacks are definitely raised compared to a woled even in a dark room, theres also a tint on certain colors because of the qd, particularly lighter colors and grays.
