Is it healthy to play games directly from my external hard drive?
I do it all the time, I play many games from my external SSD and works pretty well. I have a year with it, and doing a lot of operations is still at 100% Yours should do much better, mine is an ADATA SU630 in a Sabrent Case that supports UASP and USB 3.0

I need to replace my archaic PC all together, any suggestions?
If I was you I would go to a nice vacation for 1200 and spend at most 800 on something like: 5700x or 5800x for ~150 new Intel B580 for 250 new, you can get better as needed f.e. RX 9060 XT 16GB or RTX 5060 TI 16GB It looks like your ADATA SU630 is normal SSD so yoou should be good, but in any case
