Espresso capable grinders under $50 are hard to find. You would have to go for a hand grinder for sure since electric grinders start at around $150/200. My pick would probably be a Timemore C3 ESP through Aliexpress (Amazon etc. would set you over $50).

I bought a Budan machine and this ground coffee, but my espresso is turning out very watery. Will I have to buy a coffee grinder?

How fine are the grinds? A preassurized basket will be better if it's watery. A timemore c3 esp will be good enough to make home espresso. The J ultra is best option besides an electric but for a bottomless portafilter you need the right grind size.
