It seems like you'll be fine with as little as 26liters or so. If you're a smaller person you would do well to keep the backpack as small as possible because large backpacks on small frames are uncomfortable and usually not very good looking. If you're taller you might prefer the fit and flexibility

The Osprey 26+6 as the other commenter suggested is usually $100 but I think it's on sale currently. Another worth thinking about is the Tomtoc urban EX T-77 26l, it's $120 though so a little over your target budget. A universal backpack - does something like that even exist?

Lots of pockets but also lots of space is difficult when you're trying to have a single pack for both EDC and trips because the pocket space takes away from the main compartment space and makes it less flexible. I would recommend rethinking how you pack bags, many people in this backpack dweeb world
