For $40 the best you'll find is the Soundcore Q20. I don't know what the current model is. Q20i? I owned three pairs because they break after about a year but they honor the warranty. I upgraded to a Sony WH1000-XM4 which is much more expensive, although you can get discounts on Prime days and such.

I would suggest a pair of NC headphones. They do a good job at filtering out unwanted noise but you can still hear at a more comfortable level. You can also play soundscapes like brown noise to mask distracting office noise and help you to focus or just use the NC without playing anything. I have No
