for that price an aps-c dslr like a Canon Rebel or Nikon DX series are quality cameras to learn the fundamentals and still make great images. maybe you could find a sony a5000 series mirrorless camera and a cheap lens, it uses e-mount so you can keep the lenses and upgrade the bodies later to more c

I learned basic photo editing via Lightroom first, then bought a Sony a5000 as my first camera. I took lots of good photos with it, then upgraded to the Sony a6000, which I took all over the world. To me, it’s an excellent entry point into photography and a good budget camera.

At that budget a used Olympus TG-6 or TG-7 are about the only recent cameras I can think of that do acceptable macro photography. The JJC ring led attachment and flash attachments can help with lightning as well. They are not the greatest cameras due to the small sensor but punch above their weight
