A6400 + Tamron 17 70 f2.8
a6400: More photo-oriented. Has an EVF, better handling for stills, and a more “traditional camera” feel. Video is fine but capped at 4K30. Older, but still solid if photography is the priority and ok for video. ZV-E10 II: More video-focused. Newer processor, better AF for video, fully articulating

Sony camera for a semi-beginner?
a6000 is rather dated for video a6400 have better sensor, much better AF, much better video capabilities so should be nice choice But of course for video a6700/zv-e10 ii have noticeable advantage in post process cuz of 10bit recording
