Best Budget for gamecube and dreamcast?
Without a question, the best budget handheld for gamecube is the Ayaneo Pocket Air Mini (~$100). If you run them with PAL roms, vulkan backend, and VBI skip, I'd guess you'd be looking at 80-90% of the Gamecube library reaching playable levels. Retroid pocket 4 pro. Any faults?
RP4 Pro looks excellent for $150. I will say, that the screen on the Retroid Pocket 5 (1080p OLED) is a significant upgrade over the screen of the Retroid Pocket 4 Pro. The screen, by itself, is a worthwhile upgrade from RP4 --> RP5. But it is also +$70, or almost +50% of the cost of the RP4 Pro dev

Good handheld for pokemon?
I upgraded to a Flip 2 from a Retroid Pocket 4 Pro. For what you're after - a RP4 Pro is more than sufficient. I'd get one of those and save the extra cash for the next big device, or for another "boredom" device.

Looking for Advice
You can find a used Retroid Pocket 4 Pro for about $100. Easily the best bang for your buck if you're not looking for OpenGL + 1080p upscaling. The RP4 Pro will still be able to upscale most games, just not all.

If you're mainly interested in Gamecube games, I've honestly had no issues playing GC stuff with my Retroid Pocket 4 Pro. $150 new right now. If you're cool with waiting until the RP6 comes out, I imagine they'd be quite cheap used as people upgrade. I suppose it depends on what "well" means for you
