Advice for a big pack for homelessness/temporary displacement/no vehicle
If you really, truly, need it to be 100% waterproof, I'd go for 40-50L dry bag backpack, there's plenty out there. 3 week trip to Peru, needing a 2nd bag.
I love Osprey’s modular systems like farpoint/fairview. The versatility of being able to zip them up and check it as a larger piece or carry it on as a carry-on/hand luggage separately is great. Also for situations like yours you can leave the smaller one for overnight trips or leave the larger one
