Proxmox ZFS IO pressure stall and consumer SSD

BX series is hot garbage for server usage. Your only realistic option is to replace them if you want decent performance. Personally I go with used enterprise SSD from ebay, but for homelab nvme I can recommend Lexar NM790

afaik HP victus has 2 ssd slots, so you can keep your existing 512gb ssd and also add the 2tb in the second slot. I'd suggest the Crucial p3 plus or the Lexar NM790, both of which fall under your 20k budget and have decent speeds.
