Kobo Clara BW is the simplest answer imo. It's a good device, very portable, waterproof, has warm light, and is integrated with Libby. You're correct that you can't use Libby with Kindle outside of the US.

Why not, though? They all use basically the same technology, but Kobo includes almost everything across their lineup, while Amazon gatekeeps a lot of features, like the warm front light not being available on the basic Kindle, or automatic warm light adjustment being limited to the Signature Edition

I have the Kobo Clara B&W. I bought this specifically to read NLB books. They work very well. However, personally I still prefer the Kindle Paperwhite (epubs and azw) or my iPad Mini (Kindle and Libby). Somehow to me, the UI and fonts/presentation are more pleasant. As a result, the Kobo is now not
