Can a Minipc run the latest AAA games with the highest settings?

I've got a GMKTec K8 Plus which is the specs you described, I've been running random MMORPGs at 1080p 60fps, but newer steam games struggle. With an eGPU the sky is the limit though, I've seen previous posters say they can get like 4k 120fps + on Monster Hunter Wilds on a mini PC.
