New set up for RT85

Honestly just get an amp and go passive you’ll have way more options which can translate to better sound for the price. It’s really no less simple than powered speakers, it’s just the amp is outside of the speakers instead of built in. Speakers: ELAC DB63Amp: Fosi BT20A

Advise on speakers

Elac without a doubt. I have a small office setup with a pair of Elac BS41 bookshelves and love them. We're in the process of moving and I will keep my office setup but also setup my larger system in the new great room that will have the Elac debut 3.0 DB63-bk along with an RSL Speedwoofer 10e.

Replacing amplifier (Kenwood KA3020) - advice needed

You were using an entry level AVR so it’s not surprising the sound quality may have been lacking a bit. You don’t need to spend an arm and a leg to get a decent amp. A popular a/b like the Yamaha A-s301 or even a-s501 would be a great option. My opinion is allocate your budget to the speakers first.
