I can tell little bit about Precision laptop. Not really about 5560, but for one gen older and one gen newer. Before I start, I'd recommend you to buy with 12th gen CPU. I believe should be very close or same price what you want to pay for 5560. And here will be partly my answer on your question and

A Latitude 7440 with 56% battery health (oof that's huge degradation for just three years old) is probably still going to get better battery runtime than a Precision 5560 at 81% battery health, because the Latitude is drawing less than a quarter of the power

and the better 32GB ones are closer to C$500+. Since the memory is soldered, you definitely want a 32GB one with recent Latitude C$500 is cheaper than the C$550 you'd be paying for the 5560 so I'm not sure what the objection is. The CA$50 cheaper won't get you a new battery, but it's part of the way
