that 0.4ghz lock is classic BD PROCHOT triggering from a faulty sensor after that bios update. i had this on a 7490 at work. first try rolling back the bios if dell lets you downgrade - check their driver page for older versions. if not, download throttlestop and disable 'bd prochot' in the main win

The T490 has a better chance of coming with a less degraded battery and will also also have better power flexibility, like being able to run off of a USB-C power source if you need.
