The oft-recommended mainstream jack-of-all-trades T14 series is probably the way to go unless you can think of some specific reason you'd prefer something else, such as a tablet for handwriting notes and for your drawing. Cpu throttling to 0.4Ghz on Dell latitude 7490 core i7-8560U
that 0.4ghz lock is classic BD PROCHOT triggering from a faulty sensor after that bios update. i had this on a 7490 at work. first try rolling back the bios if dell lets you downgrade - check their driver page for older versions. if not, download throttlestop and disable 'bd prochot' in the main win

Is Windows 11 good for basic Usage in a AMD A4-9125 Old Laptop?
Use Windows IoT LTSC instead. Normal Windows will make your machine becomes unstable and laggy even on basic usage. I have a Dell 7490 myself and 24H2, 25H2 version cause lots of lags on my laptop

Battery on Ubuntu
It's a dell latitude 7490 with an i5-8250u.no external gpu.fans are not spinning that fast but i have noticed that the laptop gets hot.like it did not get that much hot on windows.it's like cpu is turboing even when it's not supposed to.
