Cheapest Cannon that shoots 4k?

Rental ... but if you want to buy? Canon EOSR or EOSRP but I would not recommend the RP over the R unless you are really strapped for cash. The EOS R can even do 4k in 10bit 422 to HDMI (internal is 8bit 420) to something like an Atomos Ninja 5. But rental is a very good option as well.

What Camera Should I Buy?

Why full frame? lenses may end up costing more, and the RP is rather meh vs some newer cameras, especially re things like autofocus. That can matter quite a bit if the cars are in motion.
